Born in the USA no US Pport and no Visa ?

I was born in SanDiego,Cali - although I'm Kuwaiti with a Kuwaiti Nationality and pport. I can apply for a US Port and citizenship but I don't want one, I already have a citizenship. My father was simply studying there at the time and then returned to his home Kuwait. Doesn't make me American by blood per se. Anyhows US emby says they won't give me a visa ? I need to go with an American Pport ? Is this completely true ? Is there another way ?
