Persuade someone to let you change teachers?

I have an English teacher who is horrible. We don't go over any English during cl. All the time is wasted by listening to lectures about reading the paper and the unimportance of teenagers today and the lack of work we do. Then ridiculous homework ignments are given on multiple chapters of books a night. We have to answer questions but if you have any grammatical errors you automatically fail. I want to change to another teacher who I know will explain the material to me, but my school is strict on this. Any advice on giving my case to the principal?
