Do hairy teens tend to grow facial hair faster?

Okay, so I'm a young teen and a very hairy fella. I have a thin moustache, but it doesn't suit me at all. I look too young for it. I've noticed people from south Asia (Middle east, India, Sri Lanka) tend to have moustaches at a very young age. Couple of months ago I spotted from what looked to me like a 5 year old Indian kid from singapore with a moustache?
